President and CEO
Our President and CEO Arif Malick has a wealth of engineering and management experience from over three decades of design and management in the industry. Prior to founding Malick & Scherer, P.C. in 1998, he worked on countless engineering projects both as a technical lead and a project manager. Under his leadership, Malick and Scherer, P.C. has grown to be a respected firm in the industry with a track record of quality work for major agencies in the mid-atlantic region. His current focus is on client relations and strategic growth of M&S. In addition to leading the firm, Arif currently serves as the Chairperson of ACEC New Jersey.
Senior Vice President and COO
With the firm since its founding, Rob Zalewski currently serves as the Senior Vice President, COO, and Director of the Water Resources, Environmental, and Civil/Site Departments. In addition, he oversees the staffing and operational functions of the firm and brings over 30 years of experience to M&S. Throughout his career, Rob has participated in all phases of design in a variety of civil engineering design projects, and currently is involved in some of our largest and most complex projects dealing with drainage, stormwater management, and environmental permitting. With Rob’s expertise and deep knowledge of all large public agencies and their processes, his departments are able to deliver all types of projects to our client’s satisfaction.
Director of Structures
Serving as our Director of Structures, Steve Ragazzo is well acquainted with all types of projects including highway, transit, pedestrian, and facility structures. In addition, he is experienced in managing projects for both Design Build and Design-Bid Build contracts. With over 25 years of experience in all aspects of bridge design, rehabilitation, and inspection, he thoroughly knows the delivery processes of public agencies all over New Jersey, Pennsylvania, and New York. Recently, Steve has managed complex projects involving bridge replacements, bridge inspections, interchange improvements, and transit facility reconstructions.
New York Program Manager
Andrew Schueller has over 30 years of technical and management experience on a wide array of civil transportation and infrastructure projects. He has extensive experience in the design, preparation and review of contract documents for projects at airports, for highways and roadways, bridges, rail and transit, water resources, land development, environmental and buildings projects. His decades of experience in both Design Build and Design-Bid Build projects for agencies in New York including the NYSDOT, NYCDDC, NYCDOT, MTA, NYCDEP, PANYNJ, and past experience in New Jersey and Pennsylvania, has made him a very strong leader for projects in the New York Market and in the metropolitan region. In addition to his work for M&S, Andrew is a member in good standing with ACEC and ASCE, and currently serves as the President of the ASHE New York Metro Section.
Director of Project Management and Construction Management
With over 30 years of experience, Yosry Bekhiet is responsible for leading business development and supporting public sector clients in the New York, New Jersey, and Pennsylvania markets for Program Management and Construction Management (PMCM) services. His career overseeing personnel for construction and inspection projects has helped him foster lasting relationships with clients and other leaders in the industry. Yosry has extensive experience managing and working on projects for over two decades before joining M&S, including 16 years at the NJDOT. He has experience on countless projects for all major agencies including the NYCDDC, MTA, Port Authority, and NYSDOT.
Director of Highway Engineering
Well-versed in both highway and civil/site design, our Director of Highway Engineering Michael Troncone has a full understanding of the delivery processes for agencies all over New Jersey, Pennsylvania, and New York. His experience working for these agencies includes serving as Project Manager and site/civil and highway design leader on large multi-discipline transportation projects involving highways, bridges, rail, and airports. Michael is a strong leader with over 30 years of experience in the transportation industry, spanning projects of all types, sizes, and complexity.
Director of Traffic Engineering/ITS/Lighting
Kellen Sporny has extensive experience in planning, design, and management working on complex transportation projects across the United States, with an expertise in the fields of Traffic Engineering, Intelligent Transportation Systems (ITS), and Transportation Lighting Systems. He has provided technical leadership for these services as well as assisting with project delivery and quality assurance for our multidisciplinary transportation projects across New Jersey, New York, and Pennsylvania. Throughout his career, Kellen has managed the design of complex ITS subsystems, transportation lighting systems, various traffic engineering elements, and other traffic engineering, ITS, and lighting projects.
Senior Transportation Engineer
Aino-Liis is one of our most senior and resourceful civil engineers. She has a diverse history of experience spanning more than 20 years, including concept development, feasibility assessment, and final design of transportation projects. In addition to her technical experience, she is also an accomplished project manager for roadway and traffic design tasks. Recently, Aino-Liis has been instrumental in many of our most recent New York projects, including roadway and traffic services for the MTA General Engineering Contract since 2023.
Project Manager – Structures/Design-Build
Stefan Eskesen is an adept structural engineer with experience dealing with major agencies in New Jersey, Pennsylvania, and New York City. His structural design experience includes all types of bridge design, rehabilitation, and inspection. In addition to his design experience, Stefan has extensive project management experience for both Design-Build and Design-Bid-Build projects. He has a proven track record as both a technical lead and project manager for some of the highest profile Design-Build projects M&S. has worked on, including a General Engineering Contract for MTA and the Hunts Point Access Improvement project for the NYSDOT.
Environmental Services Manager
Anne Napolitano is an Environmental Specialist with 30 years of experience preparing environmental studies and local, State and Federal permit applications and authorizations. Through this, she has successfully managed a multi-disciplinary environmental team to deliver a wide range of environmental studies. Her experience with agencies across the Mid-Atlantic region allows her to assist with any environmental permitting and documentation tasks a project requires, including technical environmental studies, NEPA documentation, wastewater management plans.
Utilities Manager
Ryan Teets is an accomplished Civil Engineer with over 25 years of experience, with a focus on utility infrastructure coordination and relocation. He has served as Utility Task Leader on numerous projects throughout the tri-state area for public agencies of all levels. Some of the highest-profile projects Ryan has served as the Lead Utility Engineer include the I-295/I-76/Route 42 Direct Connect Project for the NJDOT and the Interchange 14A Improvements project for the NJTA. No matter how large and complex the project, Ryan has the experience and knowledge to deliver to the client’s satisfaction.
Director of Survey
An industry leader of over 30 years, Mike McAlpin is an expert in land surveying. His experience in providing survey for highway, transit, and facility projects for all major agencies across the region make him stand out as an accomplished Land Surveyor who is able to handle projects of all size and complexity. He is well known across the Mid-Atlantic region for his expertise and extensive track record of quality survey work for agencies of all types and sizes, including the NJDOT, NJ Transit, NJTA, PANYNJ, SEPTA, PennDOT, the City of Philadelphia, Amtrak, and others.
